Program Overview

The Department of Electrical and Computer Engineering (ECE) at St. Cloud State University (SCSU) offers a graduate program leading to a Master of Science in Electrical Engineering (MSEE) degree. The two-year MSEE program is designed to prepare graduates to become engineers in industrial sectors for advanced research and development. Program emphasis is on advanced courses in digital design, computers, digital signal processing, digital communications and wireless communications, electromagnetic, and integrated circuit design. Graduate students can choose the thesis option, starred paper option or coursework only option to earn the MSEE. The thesis, research paper topic and/or package of courses must be approved in advance by each student's graduate committee. Courses must form a cohesive package closely related to individual student goals. Graduate level course sequences offer five study areas to pursue: advanced computer architecture and computer network; digital communications, digital coding of waveforms, and wireless communications; optimal control and stochastic control; digital signal processing, random signal and noise; and integrated circuit and VLSI design. The thesis track requires the completion of a total of 30 credits of coursework. Students must complete a minimum of 18 credits of electrical engineering (EE) courses, consisting of one complete course sequence and at least 12 600-level credits. A maximum of six credits of graduate courses outside the department can be taken, usually from the departments of mathematics/statistics, computer science and/or physics. Thesis research accounts for six credits and students must pass a final oral examination over thesis material. Students taking the starred paper option complete a total of 33 credits, consisting of three credits of research, 24 credits of EE coursework and six credits of non-major courses. Major coursework must include two complete course sequences and at least 18 credits of 600-level courses. Students are required to take a final oral examination on starred paper and coursework material. The coursework track also requires the completion of 36 credits of work. Coursework consists of a minimum of 30 credits of graduate EE classes, including three complete course sequences and 21 credits of 600-level work and a maximum of six credits of non-major coursework. A final written and oral examination is required. Full-time students can expect to complete the MSEE program in three semesters, or two years, while part-time students can finish in approximately seven semesters. Some graduate assistantship positions are sponsored per year, available in both fall and spring semesters. Graduate assistants provide a variety of teaching and research assistance to faculty in the Department of Electrical and Computer Engineering. | |||||||||||||||||||

Admissions

Admission to the MSEE is competitive and selective and requires an undergraduate degree in electrical, computer or electronics engineering. Applicants with bachelor's degrees in other technical areas may be conditionally admitted on the basis of a strong record, but will be required to take specific undergraduate ECE courses. Fall Admission Students with a BSEE and a minimum GPA of at least 3.0 in the last two years of their undergraduate program may be admitted to regular status. The University requires that the Graduate Record Examination (GRE) be taken before admission. The minimum GRE score requirements are: 700 for the quantitative part. Some undergraduate courses may be required for applicants who have BS degrees but need additional undergraduate training in specific areas for successful completion of the MSEE study at SCSU. Conditional Admission 1. BSEE graduates with a GPA between 2.75 and 3.0 in their last two years may be conditionally admitted. These students will obtain regular status once they have completed particular ECE courses that count towards the MSEE degree with a minimum GPA of 3.2, and no grade below a B. 2. BSEE graduates having GRE scores between 3.5 and 4.0 in the analytical writing portion, and 350 - 400 in the verbal portion may be conditionally admitted. Various writing courses are required with a minimum grade of B in each course. 3. Students that have undergraduate degrees in technical areas such as mathematics, physics, computer science, and engineering may be admitted, but they will be required to complete the following undergraduate courses to obtain regular status with a minimum GPA of 3.0 or higher, with no grade below B in any class. Some required courses may be transferred depending on the students' educational background or waived for those who pass a course examination. International Students International students whose native language is not English are required to have a minimum TOEFL score of 550 on the paper-based test, or 80 on the computer-based test. International students may qualify for in-state tuition, as culture diversity scholarships provided by the St. Cloud State University. Transfer Students A maximum of 10 semester credits of graduate work completed at other accredited universities may be transferred with approval from the School of Graduate Studies and the program advisor. All applicants must submit completed application forms, all official transcripts, required test scores, three letters of recommendation, and a non refundable application fee. International students must also submit proof of sufficient financial resources to undertake graduate studies at SCSU. | |||||||||||||||||||

Tuition for the graduate program in electrical engineering is $4,110 per year for residents of Minnesota, North Dakota, South Dakota and Wisconsin. The rate for non-residents $6,432 per year for 2006 - 2007. SCSU offers a number of graduate assistantships. Graduate assistants pay resident tuition and are eligible for tuition assistance equal to approximately one half the tuition for graduate credits, up to eight graduate credits per semester. Students working a 20-hour per week assistantship must normally register for eight graduate credits during the academic year, while those students working a 10- or 15-hour week assistantship must register for six graduate credits each semester. Graduate students may also be eligible for a number of merit-based scholarships. A guide to scholarships is available from the Office of Scholarships and Financial Aid. Students seeking financial aid should also contact the office to determine their eligibility for financial aid. Most international students pay in-state tuition with Academic and Cultural Sharing Scholarships provided by the Center of International Studies at St. Cloud State University. Industry funded graduate assistantships are available. These assistantships normal pay all tuition plus a stipend around $15,000 per year per student. | |||||||||||||||||||

The Electrical and Computer Engineering Department maintains a number of laboratories supplied with advanced instructional and research equipment. Labs are integrated with all coursework, giving students practical experience to complement theoretical knowledge. The labs are fully stocked with modern equipment, including computers, oscilloscopes, spectrum analyzers, digital logic analyzers, function generators, power supplies, digital multi-meters and network analyzers. Students have access to labs for computer-aided design, circuit and analog electronics, digital circuit and microprocessors, electromagnetics, analog and digital communications, control and motion control, power electronics, digital signal and image processing, computer network, integrated circuit design and computer software development. Computer facilities are made up of a large group of networked Pentium-based PCs and a small group of Unix workstations. Other equipment includes in-circuit emulators, FPGA/VHDL development boards, programmable logic device programmers, control system training equipment, power electronics training systems, digital signal processor development systems and microprocessor and micro-controller development systems. The library is located in the Learning Resources & Technology Services center and has a collection of 2.6 million print and nonprint items to support all the university's disciplines. The library's electronic catalog is available online. SCSU is a member of the MINITEX network system of Minnesota, which provides students with access to all major library collections in the state, as well as those in North Dakota and South Dakota. | |||||||||||||||||||

International Students

SCSU's international student body consists of approximately 900 students from over 70 countries around the world. The Center for International Studies (CIS) administers and supports a variety of programs and activities which to help international students adjust to American academic life and to succeed in their work. In addition to providing information on admissions and academic and cross-cultural advising, the CIS offers a required orientation program and course, a hospitality program, ESL instruction, a tutorial center for international students, the International Student Association and a variety of campus-wide activities. International students pay the resident tuition for their first semester and can apply for a special academic and cultural sharing scholarship that allows them to continue to pay this lower tuition fee in exchange for maintaining a high GPA and providing service to the community. | |||||||||||||||||||
